The integration between time and cost not a new approach, but most of the previous efforts were concentrated on the integration at the construction stage; the idea here is the integration at the stage where both WBS and bill of quantities are created. The bill of quantities is a major document for the client and the contractor from the aspect of cost, also the time schedule from the aspect of time.
My proposal is to develop the Bill of Quantities (BOQ) based on the sequence of works. For example, concrete is typically listed as a single line item in the BOQ. Instead, I suggest breaking it down by floor—creating separate line items for concrete works per floor in the case of multi-storey buildings. This approach aligns the BOQ more closely with the actual construction sequence, enhances cost tracking, and improves clarity for both planning and execution.
