I always make sure I understand the commercial aspect first as it can drive estimate and resourcing structure.
I recommend always understanding the commercial deliverables of the Request for Proposal (RFP). The commercial piece is critical in structuring a Cost breakdown structure (CBS) and allocating resources appropriately so that the prospective client can compare bids meaningfully.
For me, it begins with reviewing the Scope of Work (SOW). Understanding what the client is asking for sets the foundation for everything else. From there, I look at whether the project is open shop or union, as that impacts labor rates and availability. I also examine the RFP and project schedule to assess feasibility and timelines.
Next, I evaluate whether we have the resources to complete the estimate accurately and on time. Just as important is determining if we have the capacity to perform the actual work in line with the client’s expectations. Finally, I consider the class or type of estimate required—whether it's conceptual, budgetary, or a detailed bid—as that influences the level of detail and effort needed.
These elements helps shape a realistic and competitive estimate.
